Residents find out apartments not issued CF

THE recent freak storm in Kajang that party destroyed the ceiling of several apartment units in Desa Baiduri made residents aware of another problem.

They learnt that the five apartment blocks built in 1999 was never issued the Certificate of Fitness (CF).

Resident Yap Say Heng, 49, expressed his shock after hearing the news from the Kajang Municipal Council (MPKj) when he called to complain about the incident.

“I have been living here for the past 10 years and pay the monthly maintenance fees to the Desa Baiduri Residents Association. I assumed the association will handle all the necessary repairs. “But when a few of us got together and called them to do something about the leaking roof and damaged ceiling, the association said it wasn’t under its scope of responsibility,” added the home tutor and father of three.

Yap who later contacted the MPKj was told no CF was issued for the apartments.

Councillor Ong Seng Peng said Desa Baiduri was on the list of the council’s abandoned projects and was therefore never issued the CF.

“The party collecting the maintenance fees now should be responsible for the building’s wear and tear. I was also informed that the residents have made efforts to contact the developer but the company cannot be traced,” he added.

Yap also produced a letter from the association dated Oct 23, 2008, stating it was not responsible for ceiling repairs.

Residents are now in a quandary and may have to fork out money for the repairs.

AFTER waiting for over 10 years for their apartments, which was an abandoned project, to be completed, Serdang Perdana residents are put through another waiting game.

Three years after moving into their homes, they have yet to obtain their strata titles. Moreover, the car park is flooded whenever there is a downpour.

At a press conference, former Serdang MP Datuk Yap Pian Hon said that the project was abandoned for more than 10 years and was later developed by another developer. It was completed three years ago.

He added that according to the Strata Title Act 1985, the developers could apply for the strata title six months after the CFs are issued.

“Residents in other areas in Serdang such as Bukit Serdang and Serdang Raya also face the same problem on strata titles,” he said.

Residents also faced another problem as the TNB sub station in the underground car park would be submerged in water for about two to three feet during a downpour.

Serdang Perdana JMB chairman Selamat Mohamad said he believed that poor drainage was the main cause for the floods in the underground car park. He added that residents had to pay RM12,000 a lot in the car park.

“I called the Bangi TNB and when one of its staff members came, he said that the flood would damage the cabels and may cause a power failure in this area,” Yap said.

He added that there was a road that links Serdang to the KL-Seremban Highway, which would benefit those residing around the area as it would save them time instead of having to take a longer route. However, the Malaysian Highway Authority (LLM) has stated one condition for that link to be opened to the public, which is for the developer to provide maintenance for that link which measures about 100m.

“As the developer has failed to comply with the condition imposed, residents have to take a longer route.”

He hopes that the Subang Jaya Municipal Council (MPSJ) will look into these matters.

Selamat added that the developers did not want to meet up with residents to discuss the issues.

However, when contacted, a manager from Green Crescent Resources Sdn Bhd, who wished to remain anonymous, denied the allegation.

“That’s not true, I can show proof that we had met up with the residents to discuss matters,” he said.

He added that they were in the process of compiling details for the strata title application.

“We can’t submit the strata title because certain documents are not compiled. We are in the midst of compiling the required documents.”

In reply to the car park problems, he said: “The car park was built according to the approved guidelines. We built scupper drains at the entrance of the car park as a way to minimise flooding.”

On the 100m link to the KL-Seremban Highway, he said: “The link has been approved by Plus and LLM but they want to charge for maintenance. We have written to Plus to appeal to them to waive the fees.”

JMB tidak berfungsi

GOMBAK: Hampir 11 tahun menghuni Apartmen Idaman Suria, Medan Idaman di sini bukan keselesaan diperoleh penduduk, sebaliknya himpunan masalah bermula dengan penyelenggaraan tidak teratur hingga berkait soal keselamatan.

Lebih malang, bebanan dihadapi penghuni apartmen 15 tingkat itu bukan saja tidak mendapat perhatian wajar syarikat pengurusan bangunan, malah Badan Pengurusan Bersama (JMB) yang dibangunkan Ogos tahun lalu turut gagal berfungsi.

JMB dilantik dengan persetujuan pembeli bangunan bertingkat dan pemaju mempunyai bidang kuasa tertentu menguruskan bangunan seperti termaktub mengikut Akta Bangunan dan Harta Bersama (Penyenggaraan dan Pengurusan Bangunan) 2007 atau Akta 663.

Penduduk, Ahmad Zaki Mohamad Yusop, 41, berkata dia kecewa kerana JMB gagal memperjuangkan keselesaan penghuni apartmen itu walhal tugas mengurus dan menyelenggara bangunan tanggungjawab mereka.

“Saya memiliki seunit rumah di tingkat 14 dan setiap bulan tidak pernah gagal membayar wang penyelenggaraan RM70.

“Saya kecewa kerana siling rumah dimasuki air, masalah anai-anai, lif dan jenayah curi serta ragut,” katanya pada majlis dialog penduduk bersama Pengerusi Barisan Nasional (BN) Wangsa Maju, Datuk Yew Teong Look, semalam.

Stanley Tan, 57, yang memiliki seunit rumah di apartmen itu, berkata masalah JMB berpunca daripada sikap penghuni sendiri yang kurang kerjasama selain gagal membentuk jawatankuasa mengurus dengan baik kerana tidak membayar yuran penyelenggaraan.

Katanya, syarat membentuk JMB iaitu semua ahli jawatankuasanya bersih daripada tunggakan yuran penyelenggaraan gagal dipatuhi apabila dua daripada sembilan anggota dilaporkan berhutang, manakala lima lagi meletak jawatan.

“Tinggal dua anggota masih sah, tapi JMB menjadi tidak efektif dan perlu diganti dengan badan pengurusan baru dan dalam tempoh sebulan ini sehingga Mei perlu dianjur mesyuarat luar biasa (EGM) untuk penentuan JMB baru.

Sementara itu, Yew berkata, penduduk 288 unit apartmen itu perlu bersatu hati serta bekerjasama dalam menguruskan bangunan kediaman mereka termasuk membayar yuran penyelenggaraan dan tunggakan secara bulanan untuk tujuan berkenaan.

Beliau juga menegur Dewan Bandaraya Kuala Lumpur (DBKL) berikutan kakitangan tidak mencukupi untuk menguruskan kira-kira 5,000 blok flet, apartmen dan kondominium di ibu kota menyebabkan pihak berkuasa tempatan itu lambat bertindak terhadap sebarang aduan.

Pada 13 Jun yang lalu, Ustaz Rosli Ibrahim daripada Sek. Men. Agama Kuala Selangor telah menyampaikan kuliah bertajuk "Bapa Cemerlang Keluarga Bahagia" di Surau Al-Iman, Rose Apartment.

Alhamdulillah ramai penduduk Rose telah hadir sehingga memenuhi ruang koridor Surau Al-Iman.

Sesetengah penduduk merasakan aturan tersebut adalah keputusan pihak pengurusan bangunan, namun sebenarnya tidak.
